Making the assumption that you’re still operating your vehicle inside the EU, the answer is “probably” to both questions, though much depends on the commitment and tenacity of the police in the jurisdiction(s) in which you have received your tickets.
The EU certainly has provisions for the extradition of criminals between member nations. Whether or not traffic citations rise to a level worth invoking extradition probably depends on just how poor a driver and parker you have been. If you have run up thousands of euros in unpaid fines, you may very well eventually show up on some bureaucrat’s radar.
Of course, you should pay the fines (and learn to live within the confines of the law) as a matter of personal ethics and morality, but that, at least for now, is a matter left entirely to you.
